DANDA #064 — UtilityHelp: AI Agents to End Household Utility Bill Shock and Missed Assistance

The cost of electricity, gas, and water has soared in the past five years. Millions of Americans open their monthly utility bills with dread—many are forced to choose between paying for power, medicine, or food. The safety nets exist—federal, state, and local—but they’re labyrinthine: complex paperwork, hidden eligibility, and endless phone queues. Most eligible families never get help before the lights go out.

The problem

Over 20 million U.S. households (about 1 in 6) couldn’t afford to pay their energy bills in 2024, leading to record shutoffs. More than $19 billion in federal and state utility aid (LIHEAP, weatherization, emergency funds) went unclaimed, tangled in bureaucratic red tape and lack of awareness. At the same time, average residential energy costs rose by 25% since 2020. Utility providers process over 30 million disconnect notices a year, many to families who should qualify for assistance but miss deadlines or are denied for paperwork errors. The problem is persistent, human, and growing—especially for renters, the elderly, and those on fixed incomes.

The idea: UtilityHelp

UtilityHelp is an AI agent for households that acts as a 24/7 utility advocate. It connects to your utility accounts, scans incoming bills, predicts abnormal charges, and proactively audits for errors or rate hikes. The agent builds a profile of your household, matches you to all available utility assistance programs (federal, state, city, nonprofit), auto-fills and submits applications on your behalf, and escalates to the provider if you’re at risk of shutoff. Real-time alerts, negotiation scripts, and emergency action all happen with zero paperwork or jargon. For social agencies and housing orgs, UtilityHelp can track and manage cases at scale, ensuring no client falls through the cracks.

Architecture

User Utility Accounts Bill PDFs/ e-Bills User Profile Ingestion & OCR Household Memory Graph Aid Program DB Agent Orchestrator Human Gate User/Case Worker Review Action Layer Application Submission/Provider API

The UtilityHelp flow starts when the user links their utility provider accounts and uploads or enables e-bill access. The Ingestion & OCR layer parses all bill data, extracting charges, usage, and utility-specific fees, updating the Household Memory Graph. This graph keeps household circumstances, payment history, and forecasted needs. The Aid Program DB syncs all open assistance opportunities. The Agent Orchestrator cross-references upcoming bills, user profile, and aid eligibility, generating proactive applications or negotiation scripts. Before any action, the Human Gate notifies the user (or a case manager for agencies) for review and approval. The Action Layer submits applications, prompts direct provider negotiations, or triggers emergency provider contacts automatically.

Build plan (90 days)

Wedge: Launch with a direct-to-consumer web app focused on electricity and gas bills in high-shutoff zip codes (Midwest/Northeast cities). Priority integrations: 3 largest utility providers’ APIs, email e-bill parsing, and LIHEAP assistance auto-application.

Stack: Expand to include water utility bills, full suite of assistance programs across 30 states, landlord/agency dashboards for bulk management, and multi-language support for at-risk groups. Add advanced negotiation/appeal agent and provider shutoff alert automation.

Pricing: Free for individual users (success-based: 1 month’s bill for each successful aid unlock or shutdown prevent). SaaS for housing/social orgs: $199/month per 50 active households with white-label case dashboards and compliance reporting.

Why now

Record inflation, extreme weather, and energy market volatility have made utility insecurity a crisis touching every city and suburb. Utility digital access and open billing APIs have finally reached critical mass in 2025—households can now connect their accounts as easily as a bank feed. At the same time, AI’s capabilities in document parsing, program matching, and paperwork automation enable agentic action, not just information. UtilityHelp can deliver real relief and break the cycle of bill anxiety for millions—just as utility companies, regulators, and social agencies are desperate for scalable, digital-first solutions. The timing for a full AI-powered utility advocate is perfect—and overdue.
