DANDA #073 — SkillPilot: AI Agents to End Skilled Trades Licensing Verification Nightmares

Every day in the U.S., projects stall and jobs go unfilled—not for lack of skilled labor, but because verifying credentials in the trades is a bureaucratic nightmare. Contractors, employers, and even city agencies waste weeks chasing paper, faxing forms, and wrangling state boards just to check if a plumber or electrician is really certified and in good standing. The manual legacy process shreds productivity, drives up costs, and locks thousands out of work they’re ready to do.

The problem

There are over 7.1 million skilled trades workers in the U.S. across electrical, HVAC, plumbing, welding, and similar fields. Licenses and required certifications are tracked by a patchwork of 50+ state boards, union records, OSHA requirements, and private accreditors. Verifying an applicant’s licenses or compliance can take 2-6 weeks, with 35% of contractors reporting delays in hiring or starting jobs due to credential checks. In construction alone, labor shortages tied to paperwork and credentialing delays cost the industry $5 billion a year in lost productivity. Over 800,000 open trade jobs sit unfilled, with many qualified workers simply unable to prove their status fast enough to get hired or deployed. The fragmentation is acute: a plumber licensed in New York can’t be instantly verified for a job in New Jersey—despite overlapping standards—because records aren’t standardized or accessible in real-time.

The idea: SkillPilot

SkillPilot is an AI-powered agentic platform that automates, standardizes, and accelerates skilled trade licensing and certification verification across states, unions, and accreditors. For employers and contractors, SkillPilot’s agent instantly ingests candidate info, queries live databases, parses documents, and produces a cryptographically signed, up-to-the-minute credential and compliance profile. For workers, SkillPilot maintains a smart “skills passport” that updates with newly acquired certifications, renewals, and compliance checks—ready to deploy or share at a click. No more waiting weeks for manual checks, phone calls, or faxes. SkillPilot slashes verification delays from weeks to minutes and dramatically reduces project stoppages, compliance risk, and lost wages.

The flow: Candidate or employer submits data (resume, ID, certificate scans, or direct request). The Ingestion module uses OCR and entity extraction to digitize and standardize inputs. The Memory/Credential Graph securely maps credentials and compliance status in real-time by fetching and parsing records from state boards, unions, and certifying organizations. Agent Orchestrator AI agents handle live multi-source verification, cryptographic signing, and updating profiles. Exceptions or ambiguous cases route automatically to a Human Gate for manual review. The Action Layer updates the worker’s Skills Passport, provides instant API responses for employer HR systems, and triggers notifications or compliance alerts—reducing weeks of credentialing down to minutes.

Build plan (90 days)

Wedge: Start with plumbing and electrical trades in three high-volume states (e.g., Texas, California, New York) where licensing delays are most acute. Integrate 15+ state and union data sources via agents. Stack: Expand to HVAC, welding, and safety training certifications; launch API integrations for HR/ATS software. Add cross-state graphing for mobile workforces. Pricing: Usage-based SaaS: $5 per verification or $99/month per contractor seat, with volume discounts for large firms. Upsell: branded Skills Passport with instant job eligibility status for workers and agencies.

Why now

Skilled labor shortages are at a 30-year high, and every week lost to credentialing bureaucracy means billions in stalled projects and lost wages. State and union credential databases are finally digitized and (partially) open. Employers are desperate for real-time verification to move faster and stay compliant. AI agents and graph-based credential linking finally make seamless, cross-jurisdictional skills verification possible—unlocking labor mobility, boosting productivity, and getting people back to work.
